A Race America Intends to Win

The United States just made its most ambitious quantum computing commitment to date. President Trump signed two executive orders at the White House on Monday, setting firm deadlines and mobilizing multiple federal agencies behind a technology that experts say could transform everything from drug discovery to military intelligence.

"America stands at the cusp of a quantum revolution," Trump said during the signing event. "We are going to be investing in American quantum leadership like never before."

The first order — officially titled Ushering in the Next Frontier of Quantum Innovation — calls for the deployment of a scientifically relevant quantum computer at a national laboratory or Department of Energy facility by 2028. Michael Kratsios, director of the White House Office of Science and Technology Policy, described the goal as realistic: "We believe this can happen by 2028."


What Is Quantum Computing — and Why Does It Matter?

Quantum computers do not work like ordinary computers. Instead of processing information in simple on/off switches (called bits), they use the principles of quantum physics to handle vastly more complex calculations at extraordinary speed. Tasks that would take today's most powerful supercomputers years to complete could potentially be solved in hours or minutes.

That power comes with a serious risk. Much of the encryption that protects government networks, financial systems, and private communications today could eventually be cracked by a sufficiently advanced quantum computer. Security experts call this scenario "Q-Day."


Protecting Government Systems Before It's Too Late

The second executive order focuses squarely on cybersecurity. It sets a target of migrating key U.S. government computing systems to so-called post-quantum cryptography — encryption designed to withstand quantum attacks — by 2030 to 2031.

The order also calls for an expanded FBI counterintelligence team specifically focused on protecting quantum research from foreign interference. With China investing heavily in the field, Washington is treating intellectual property protection as a national security matter.

Matthew Kinsella, CEO of quantum technology company Infleqtion, who attended the Oval Office signing, expressed confidence in the timelines: "There's lots of interesting things quantum sensing can bring before quantum computing. It's possible to meet these types of timelines."


Sensors, Satellites, and Battlefield Applications

Beyond computing, the orders push quantum sensor technology into practical deployment. The Pentagon has been directed to field next-generation quantum sensors by September 30, 2028.

These sensors have highly practical military uses. They can help aircraft navigate in environments where GPS has been jammed or disrupted — a growing concern in modern conflict zones. When placed in satellites, they could detect underground activity from space, including tunnel construction or the development of missile silos.

Several federal departments — including Commerce, Energy, NASA, and the National Science Foundation — have been tasked with drawing up five-year plans for advancing quantum sensing and networking capabilities.


Billions in Investment Already Flowing

The executive orders build on steps already taken. Last month, the Department of Commerce announced more than $2 billion in financing commitments to nine quantum computing companies under the CHIPS and Science Act — including a new IBM venture.

Tech giants have voiced strong support. Google President Ruth Porat stated that quantum computing represents a transformational technology with implications for national security, drug discovery, and clean energy. IBM's leadership has similarly signaled alignment with Washington's direction.

The White House described the sector as standing "on the verge of a massive commercial breakthrough."


Training the Next Generation

The orders also direct the Department of Labor and the National Science Foundation to develop a quantum-ready workforce. That includes new training programs, professional credentials, and apprenticeships aimed at ensuring the United States has enough skilled workers to lead the field — not just in research, but in commercial application.


The Bigger Picture: China

Underlying all of these measures is Washington's concern about China. Beijing has poured enormous resources into quantum research for years, and U.S. officials see falling behind as unacceptable — not just economically, but strategically.

Advances in quantum technology could accelerate artificial intelligence, reshape materials science, and deliver decisive advantages in military sensing and communications. The Trump administration is betting that with clear targets, federal funding, and coordinated private sector investment, the United States can stay ahead.

Whether the 2028 deadline proves achievable remains to be seen. But the political will — and the financial commitment — are now formally on record.
