A leading U.S. national security expert warns that the Chinese Communist Party is orchestrating global chaos through a silent, multi-front war — one that targets every man, woman, and child in the free world, without firing a single conventional shot.


Pick any major crisis of the past five years. The COVID-19 pandemic that killed millions and shattered the global economy. The fentanyl epidemic claiming over 100,000 American lives every year. The war in Ukraine grinding into its fourth year. The ongoing U.S.-Israeli military campaign against Iran. The near-shutdown of the Strait of Hormuz.

To many observers, these appear to be separate disasters unfolding in different corners of the world. To T. Casey Fleming, they are chapters of the same story.

"All roads lead to the CCP," Fleming said in a recent media appearance.


Who Is T. Casey Fleming?

Fleming is the CEO of BlackOps Partners, a firm that provides strategic intelligence and cybersecurity counsel to senior leaders in the private sector, government, military, and academia. He is the author of the 2026 book The Red Tsunami — The Silent Storm Killing Your Freedom, and advises institutions including Congress, the Pentagon, the Department of Justice, the FBI, and the White House on national security and strategic decision-making.

His central argument: the world is already in the middle of a Third World War. But unlike previous world wars, this one has no front lines, no declared combatants, and no tanks rolling through city streets.

"It's a war unlike any other, and it's focused on the people, not focused on the military. It's meant to weaken and destroy American society from within and kill our ability and will to fight," Fleming explained in a recent interview on American Thought Leaders.


What Is "Unrestricted Warfare"?

The term "Unrestricted Warfare" is not Fleming's invention. It comes directly from a doctrine developed within the Chinese military more than two decades ago. The core idea: erase the boundary between military and non-military action. Use economics, culture, cyber operations, drugs, terrorism, and even environmental issues as weapons — attacking enemies across every front simultaneously, with no rules.

The publication of Unrestricted Warfare can be viewed as a catalyst for a fundamental shift in CCP strategic thinking — one that moved away from the classical concept of using armed force to compel an enemy, toward a more versatile approach to national security that exploits every available lever of power.

A recent U.S. House Committee report described the CCP as a totalitarian force that has waged infiltration and influence operations against the United States for decades — and concluded that, unlike the first Cold War, the adversary is already within, having entrenched itself inside U.S. borders, institutions, businesses, universities, and cultural centers.


The Fentanyl Weapon: A Modern Opium War

Perhaps the most visceral front of this silent war plays out in American homes, schools, and emergency rooms every single day.

Fleming estimates that approximately 150,000 Americans aged 18 to 45 die every year from fentanyl — a toll he describes as equivalent to two packed Boeing 737s crashing every single day. More American lives are lost annually to fentanyl than were lost across the combined ten-year wars in Vietnam, Iraq, and Afghanistan.

The connection to Beijing is not merely circumstantial. Beijing subsidizes the production of fentanyl precursors by Chinese chemical companies owned by CCP officials. These companies ship precursor chemicals across the Western Hemisphere, where transnational criminal organizations manufacture and smuggle fentanyl pills into the United States — with some CCP-linked firms openly advertising a "hot sale to Mexico" of fentanyl precursors on their own websites.

Rather than prosecuting fentanyl manufacturers, PRC security services have in some cases notified targets of U.S. investigations when they received requests for assistance — and the CCP strategically and economically benefits from the fentanyl crisis itself.

Military scholars at West Point have reached similar conclusions: the CCP's efforts to conceal direct evidence of its role in fentanyl operations should not divert attention from a larger pattern of strategic behavior — one that includes intellectual property theft, corporate espionage, cyber intrusions, and economic coercion, all consistent with a strategy of advancing national objectives through unconventional means.


Biowarfare: The Most Invisible Front

COVID-19 brought the concept of biological threat into public consciousness. But experts warn the threat has not gone away — and may be growing more targeted.

In a recent case, the U.S. Department of Justice charged two Chinese nationals with smuggling Fusarium graminearum — a fungus described by prosecutors as "a potential agroterrorism weapon" — into the United States. The pathogen targets wheat, maize, barley, and rice, causing billions of dollars in economic losses annually and producing toxic effects in humans and livestock alike.

FBI Director Kash Patel warned that the case is "a sobering reminder that the CCP is working around the clock to deploy operatives and researchers to infiltrate American institutions and target our food supply."


Rare Earths: The Resource Chokehold

In the CCP's unrestricted warfare playbook, minerals are not industrial inputs — they are strategic weapons.

For decades, Beijing has consolidated its dominance over global rare earth element supplies by flooding markets with state-subsidized production, driving out competitors and discouraging new market entrants. Western nations, despite years of warnings and good intentions, have largely failed to change this status quo.

Rare earths are essential to almost every piece of modern technology — from smartphones to F-35 fighter jets, from missile guidance systems to electric vehicle batteries. By controlling the supply, Beijing holds a silent veto over the defense and technology industries of its adversaries.


The Proxy Network: Russia, Iran, and the Cartels

Fleming describes the CCP as "the grand puppeteer" over a network of client states and criminal organizations — including Russia, Iran, Pakistan, Venezuela, North Korea, and drug cartels. These actors create crises that tie down U.S. strategic focus, while Beijing positions itself at the center of the web.

The logic is straightforward: every crisis that demands American attention — whether in Eastern Europe, the Middle East, or along the southern U.S. border — is a crisis that draws resources and focus away from the Indo-Pacific, where China's ultimate strategic ambitions lie.

Fleming writes that over 3 million Falun Gong practitioners and Muslim Uyghurs have been killed for their organs under the CCP, with the regime profiting by more than $1 billion annually from forced organ harvesting — a crime he places in the same category as the Party's broader war on faith and human dignity.


Cognitive Warfare: The Battle for Your Mind

The battlefield also extends into living rooms and pockets — through smartphones and social media.

Fleming points to TikTok as a weapon of cognitive warfare, describing a situation in which the app's data has been used to facilitate human trafficking by providing targeting information to cartels. More broadly, he argues that AI-driven platforms are being tuned to shape perception, amplify division, and make populations more receptive to propaganda.

China, Russia, North Korea, Iran, and Pakistan together employ an estimated half a million cyber operatives — digital soldiers who do not merely steal secrets but shape perception, emotion, and public discourse across the free world.


Time to Wake Up

The United States and its allies spent three decades accommodating China under the assumption that economic engagement would gradually moderate the CCP. That assumption, analysts now widely agree, was wrong.

It is wholly unacceptable that federal agencies have failed to deter CCP unrestricted warfare — let alone establish a cohesive government-wide strategy to do so — when the CCP has waged this war for decades. A successful strategy must begin with honest acknowledgment of the threat, targeted countermeasures, and engagement with the American people about what is actually happening.

Fleming's message is blunt: this is not a future threat. The war is already underway. The only question is whether the free world will recognize it in time to respond.
