China has arrested Min Zin, an American political scientist and head of a prominent Myanmar-focused think tank, accusing him of espionage. The case draws renewed attention to Beijing's pattern of detaining foreign nationals on vague national security grounds — and comes at a diplomatically sensitive moment between Washington and Beijing.

Arrested at the Airport

Min Zin, a U.S. citizen and executive director of the Institute for Strategy and Policy – Myanmar (ISP-Myanmar), was detained by Chinese security forces in Kunming, the capital of Yunnan Province. According to sources with knowledge of the matter, he was arrested on June 3 at Kunming's international airport.

China's foreign ministry spokesman Lin Jian confirmed the detention on Friday, stating that Min Zin had been subjected to criminal compulsory measures on suspicion of engaging in espionage activities that endanger the country's national security. Beijing also notified the U.S. consulate general in Guangzhou, according to the ministry.

The U.S. State Department and ISP-Myanmar had not publicly commented at the time of publication.


Who Is Min Zin?

Min Zin is no ordinary analyst. He is a founding member of ISP-Myanmar, an independent, non-governmental think tank now based in Thailand. His background is deeply rooted in Myanmar's democratic struggle — he was a student activist during the country's 1988 pro-democracy uprising, and later studied political science at the University of California, Berkeley.

The ISP was originally established in Yangon in 2016 to promote democracy, civic participation, and independent policy analysis. After Myanmar's military seized power in a coup on February 1, 2021, the organization was forced to shutter its domestic operations and relocate to Thailand.

Over the years, Min Zin has authored numerous academic papers and policy reports analyzing China's strategic and economic role in post-coup Myanmar. Prior to his detention, he was scheduled to speak at a major regional policy forum in Kathmandu later this month.


A Conflict China Watches Closely

Myanmar has been locked in a civil war since the 2021 coup, when the military ousted the democratically elected government of Nobel Peace Prize laureate Aung San Suu Kyi. Pro-democracy armed groups and established ethnic armies continue to fight the junta across the country.

The think tank's recent work has focused on Myanmar's political transition after junta leader Min Aung Hlaing took over as president following a military-engineered election, and on the country's deteriorating economy.

China has publicly supported Myanmar's new military administration, which took office following a widely criticized vote that excluded all major opposition groups, including Suu Kyi's party. Beijing's backing of the junta makes independent foreign analysis of Myanmar's conflict a politically sensitive area from China's perspective.

It remains unclear precisely why Chinese security forces in Yunnan Province chose to arrest Min Zin. While there was once a significant Myanmar diaspora presence in Yunnan, that community has shrunk considerably since the pandemic.


Awkward Timing: Trump's Beijing Visit Last Month

The detention comes as Washington and Beijing are working to stabilize their relationship following President Donald Trump's visit to Beijing last month. The arrest of an American academic on espionage charges — however the Chinese government frames it — injects a new and unwelcome variable into that effort.

It is rare for China to detain a U.S. citizen on national security grounds, and the timing — as Trump and Xi Jinping are attempting to build a more stable bilateral partnership — has raised eyebrows among observers.


A Familiar Pattern

China's use of national security law to detain foreign nationals, including academics and researchers, is not new. Human rights organizations and U.S. congressional bodies have long documented Beijing's practice of holding foreign citizens on opaque charges, often without public evidence.

Policy experts have warned of China's willingness to flout international norms and engage in what critics call "hostage diplomacy" to advance its strategic aims. U.S. lawmakers have pointed to a rising trend in such cases, with Americans held in China on espionage charges that Washington often considers politically motivated.

In late 2024, three American citizens held in China were released in a prisoner swap following years of diplomatic negotiations. Among them was Kai Li, who had been serving a ten-year sentence on espionage charges his family called groundless. In a separate case, 78-year-old U.S. citizen John Shing-Wan Leung was sentenced to life in prison by a Chinese court on spying charges — with no details of the allegations ever made public.

The Min Zin case now adds to that list. For an academic whose career has been devoted to understanding one of Asia's most complex conflicts, the charges carry a particular irony — and a warning signal to researchers who study regions where Beijing has strategic interests.
