China Hands Suspended Death Sentence to Former Hubei Party Chief Over $111 Million in Bribes

A Career Ended by the Pandemic

Jiang Chaoliang spent decades climbing the ranks of China's state-run financial system before entering politics. He led the China Development Bank, chaired the Bank of Communications, and later ran the Agricultural Bank of China — one of the country's four largest state lenders.

In 2016, he was appointed Communist Party secretary of Hubei province, putting him in charge of the region that includes Wuhan. When the COVID-19 outbreak erupted there in early 2020, Beijing removed him from his post within weeks, a move widely seen as an attempt by the party leadership to shift blame away from the central government for its slow initial response.

The Verdict

According to state broadcaster CCTV, a Chinese court on Friday convicted Jiang of accepting bribes totaling more than 746 million yuan. He received a suspended death sentence, a punishment common in Chinese corruption cases: if he commits no further crimes during a two-year probation period, the sentence is typically reduced to life imprisonment without parole.

Jiang had also served as governor of Jilin province and, most recently, as a senior member of China's National People's Congress before being placed under investigation last year. He was formally expelled from the Communist Party and stripped of his public offices ahead of his prosecution.

Part of a Wider Purge

Jiang's case fits into a much larger pattern. Since President Xi Jinping launched his anti-corruption campaign over a decade ago, dozens of senior officials — many of them from China's banking sector — have been handed suspended death sentences on bribery charges. Recent examples include former Bank of China chairman Liu Liange and former central bank deputy governor Fan Yifei, both convicted in similar cases within the past two years.

Critics outside China have long argued that the campaign, while targeting genuine corruption, also functions as a tool for settling internal power struggles within the party. Because China's courts operate under the direct control of the Communist Party rather than as an independent judiciary, verdicts in politically sensitive cases are announced only after the party's own disciplinary bodies have already decided a defendant's fate — leaving little room for public scrutiny of the process itself.

Some commentators outside mainland China have also pointed to another possible motive behind Jiang's downfall: reports have circulated that his removal in 2020 may have been driven less by his handling of the outbreak itself than by private remarks he reportedly made criticizing Xi Jinping's own response to the crisis. Beijing has never acknowledged any such account, and it cannot be independently verified.

Outlook

Jiang's sentence is expected to be reviewed, as is standard in Chinese suspended-death cases, but a reversal is highly unlikely. His conviction adds another senior name to the long list of Chinese officials swept up in Xi's anti-graft drive, particularly within the state banking sector, which has seen an unusually high concentration of major corruption cases in recent years.

For Beijing, the verdict allows the party to present itself as tough on corruption. For outside observers, it raises the same recurring question: how much of China's anti-corruption campaign is about cleaning up graft, and how much is about political control.
