Historic Invitation — and an Open Question
For the first time in years, Vladimir Putin could set foot at a major Western-hosted summit. The Kremlin confirmed on Friday that Russia has been invited to the G20 meeting in Miami and that Putin might attend — though nothing is decided yet.
"President Putin may go to Miami as a member of the G20, or he may not go, or another Russian representative may go," Kremlin spokesman Dmitry Peskov told Russian state television.
A U.S. official familiar with the matter confirmed that Moscow had accepted the invitation. The State Department added that Russia, as a G20 member, is welcome at all meetings as the United States works toward a "successful and productive summit."
Trump Pushes for Dialogue — Even With Moscow
President Trump made his position clear: having Putin at the table would be a good thing. Speaking to reporters on Thursday, Trump said it would be "very helpful" if the Russian president attended.
Trump also revisited Russia's expulsion from the G8 in 2014 — triggered by Moscow's annexation of Crimea — calling it a mistake. "He was very offended by that. I'd venture to say you probably wouldn't be having these problems if you didn't throw him out," Trump said. He added that he doubted Putin would actually make the trip, but emphasized his broader belief: "I'm of the opinion that you talk to everybody."
The remark reflects Trump's consistent philosophy of direct engagement — including with adversaries — as a tool of diplomacy.
Russia: Last Attended a G20 in 2019
Putin has not participated in a G20 summit since 2019. First, the COVID-19 pandemic kept leaders apart. Then, Russia's full-scale invasion of Ukraine in February 2022 led to an unprecedented diplomatic freeze between Moscow and the West.
Since then, Putin has largely operated outside the major forums of Western-led multilateral diplomacy. An appearance in Miami would represent the most visible Russian engagement with the international community since the war began.
Russian Deputy Foreign Minister Alexander Pankin was quoted by Russian news agencies as confirming that Russia had been invited at the "top level."
A Shifting U.S.-Russia Dynamic
Since returning to the White House, Trump has notably adjusted Washington's tone toward Moscow. His administration recently extended waivers allowing certain purchases of Russian oil without triggering sanctions — a move that drew sharp criticism from some lawmakers and European allies.
Trump has long faced questions about his approach to Russia and Putin specifically. He rejects the characterization that he is soft on Moscow, arguing that no U.S. president was ever tougher on Russia than he was during his first term.
The G20 summit is scheduled for December 2025 in Miami. Whether Putin attends in person or sends a senior envoy, Russia's presence at the summit — even at working-group level — signals a cautious but notable diplomatic opening.
What Comes Next
The question of Putin's attendance will remain unanswered for months. Kremlin spokesman Peskov emphasized that Moscow views the G20 as highly important given the multiple global crises currently unfolding.
For the Trump administration, a potential face-to-face encounter with Putin on U.S. soil — at a multilateral forum — would be a defining moment in its broader effort to negotiate an end to the war in Ukraine and redefine America's relationship with Russia.
