A Pattern of Threats — Traced to China

This incident is the latest in what organizers describe as a coordinated global campaign. Over the past two years, more than 150 fake bomb and death threats have targeted Shen Yun, with most arriving via email — including more than a dozen targeting Canadian theatres and operations in Canada.

On March 15, the Living Arts Centre in Mississauga received an email stating that bombs had been planted at a parliament building and the arts centre, and would be detonated if Shen Yun continued performing. The theatre was evacuated; once the threat was confirmed non-credible, the show went ahead.

The Toronto cancellation on March 29 marked a significant escalation — the first time a performance was actually called off over a fake threat in Canada, just hours before curtain time.

Investigators in other countries have already established links to China. Taiwan's Criminal Investigation Bureau traced a series of bomb threats against Shen Yun venues to Xi'an, China — specifically to a location linked to the Huawei Research Institute. Although the perpetrators used foreign VPNs to disguise their origin, digital forensics traced the source back to that facility.

Chinese authorities have not publicly confirmed any connection to government entities, and when asked at a Beijing press briefing, China's Foreign Ministry spokesperson did not directly address the allegations. Portions of that exchange were later removed from the official ministry transcript.

Who Is Shen Yun — and Why Is It Targeted?

Shen Yun Performing Arts is a New York-based classical Chinese dance and music company, founded in 2006 by artists who fled China to practice their art freely. Its mission is to revive authentic traditional Chinese culture — the culture that existed before decades of Communist rule systematically suppressed it. The company is celebrating its 20th anniversary in 2026 and this season is touring roughly 800 performances across more than 20 countries.

Many of the company's performers practice Falun Dafa (also known as Falun Gong), a spiritual meditation discipline rooted in traditional Chinese values of truthfulness, compassion, and tolerance. The practice has been subjected to a persecution campaign by the CCP since 1999. Shen Yun's performances also depict that ongoing persecution on stage — a message Beijing has long sought to silence.

Organizers say the threats align with a parallel diplomatic campaign in which Chinese diplomats have sent dozens of letters to theatres and governments around the world, pressuring them to cancel performances.

International Condemnation

The intimidation campaign has drawn responses far beyond Canada. The U.S. Department of State condemned Beijing's acts of intimidation against Shen Yun and called for the protection of the right to free expression. The State Department also urged the Chinese Communist Party to end its quarter-century campaign to eradicate Falun Gong.

The White House has also weighed in: White House press secretary Karoline Leavitt said in a March 17, 2025, briefing that the administration would "take that very seriously and hold you accountable," condemning any threats of violence against American institutions.

In 2024, two men were sentenced to prison in the United States for their scheme to revoke Shen Yun's nonprofit tax-exempt status by bribing an IRS agent — a plan directed, according to court documents, by a Chinese Communist Party official.

Conservative MP Rhonda Kirkland, who attended Shen Yun's opening show in Toronto on March 28, spoke at a ceremony honouring the company and reflected on what the incident means for broader democratic values.

"Freedom is never an accident of history," Kirkland said. "It is the right of every person to live according to their conscience, to believe, to worship, and to practice their faith openly without fear. A just society does not merely tolerate faith — it safeguards it."

As the investigation into the March 29 threat continues, Toronto police say the matter remains open. Canadian lawmakers are pressing for a stronger government response to what they describe as a systematic foreign interference campaign operating on Canadian soil.
