Canada Warns of 'Troubling' China-Philippines Clash as Its Top Diplomat Pushes for Middle East Ceasefire

A Two-Front Diplomatic Push

Canada's foreign minister, Anita Anand, used her appearance at the ASEAN Foreign Ministers' Meeting in Manila on Wednesday to address two of the world's most volatile flashpoints at once. She called the situation in the Middle East "quite grave" and urged all sides to agree on a lasting ceasefire, while separately describing a recent clash between Chinese and Philippine vessels as "troubling."

Anand said Canada would keep pressing for "de-escalation, a ceasefire, and respect for humanitarian considerations and human life" as the conflict in the Middle East continues. She stressed that hospitals, schools and other civilian infrastructure must be shielded from harm.

Concern Over Chinese Coast Guard's Conduct

Anand's comments on the South China Sea referred to an incident from two days earlier, when Philippine military officials said Chinese coast guard personnel repeatedly struck a Filipino navy sailor on the head with a wooden baton near Second Thomas Shoal (a reef also known as Ayungin Shoal). The Philippine Armed Forces said the sailor was injured and a navy rubber boat was damaged during the encounter, which Manila's defense ministry described as part of a "clear pattern of provocative and hostile behavior" by Beijing.

Independent reporting from the Associated Press and Bloomberg confirmed that video captured by Filipino personnel showed the confrontation, and that Manila was still assessing whether the injured sailor required medical evacuation. China has not directly addressed the specific allegations; in past incidents, Beijing has denied acting aggressively and has instead accused Philippine vessels of trespassing in what it claims as its own waters.

"Without question, the incident is troubling, and we are concerned," Anand told reporters. "We do not agree with intimidation as a means of addressing disputes." She added that Canada backs resolving maritime disputes through the United Nations Convention on the Law of the Sea (UNCLOS) and reaffirmed Ottawa's support for a "free and open Indo-Pacific."

Background: A Recurring Flashpoint

Second Thomas Shoal has been a flashpoint for years. The Philippines deliberately grounded an aging naval vessel, the BRP Sierra Madre, on the reef in 1999 to assert its territorial claim, and a small Filipino military detachment has lived aboard it ever since. China has repeatedly tried to block resupply missions to the outpost, using tactics that have included water cannons, military-grade lasers and, in a June 2024 confrontation, a violent clash that left a Filipino sailor missing part of a finger.

That 2024 episode eventually led to a provisional arrangement allowing resupply missions to continue. This week's incident suggests those tensions remain far from resolved, arriving just as regional diplomats gathered in Manila — and just one day before Chinese Foreign Minister Wang Yi and Anand held bilateral talks.

What Was Discussed With Beijing

Asked about her Tuesday meeting with Wang Yi, Anand said the two discussed bilateral relations and regional security, adding that she raised her concerns about the broader Indo-Pacific situation without detailing them further. She drew a broader comparison between the South China Sea and other contested waterways, including the Strait of Hormuz, arguing that freedom of navigation and international law should serve as a "guidepost" for all parties.

Trade Ambitions Beyond Security

Beyond regional security matters, Anand said Canada is working to diversify its trade relationships away from reliance on the United States. She named a free trade agreement with ASEAN as Ottawa's "top priority" at the summit, saying Canada is seeking unanimous support among the bloc's members to conclude the deal.

Outlook

With fighting in the Middle East still unresolved and the South China Sea dispute flaring again just as regional powers meet in Manila, Anand's dual message reflects Ottawa's attempt to position itself as a vocal defender of international law on multiple fronts simultaneously. Whether her comments influence Beijing's approach at the shoal — or bring the Middle East closer to a durable ceasefire — remains to be seen in the days ahead.
