Trump Brings AI Bosses to the White House as Washington Debates How Much Control Is Enough

A meeting with high stakes

On Tuesday, September 29, Trump and Speaker Johnson will host a group of AI industry leaders. Johnson said in a Fox Business interview on Monday that the talks will center on finding a balance between innovation and oversight.

His position is clear. He rejects a freeze on AI development and warns against heavy-handed rules that could cost the United States the race with China. He does see a need for some transparency and oversight. He also suggested the Justice Department could step in if something goes seriously wrong.

The meeting follows a busy few days in Washington. Trump held a state dinner for Chinese leader Xi Jinping on Thursday, attended by figures including OpenAI's Sam Altman, Meta's Mark Zuckerberg and Amazon's Jeff Bezos. Anthropic CEO Dario Amodei was not among the guests. Trump later invited him to a private dinner on Sunday.

Why the timing matters

The meeting comes at a delicate moment for the industry. Amodei recently published an essay arguing that the AI sector must slow the pace at which it improves its models, so society has time to prepare. Other industry voices have reportedly backed the idea of a slower pace, and Bloomberg reports that new disclosures about breaches by advanced AI systems have added to the unease.

Trump has shown little interest in braking. He says the US is roughly a year to a year and a half ahead of China, and that "there is nobody in third place." In his view, new restrictions would only give Beijing a chance to catch up. He also says the US already has sufficient safeguards, and he has argued that strong leadership is the best protection.

A strained relationship

Sunday's dinner was the first one-on-one meeting between Trump and Amodei. Their relationship has been difficult.

• On Friday, a federal appeals court ruled 2–1 in favor of the Defense Department, allowing the Pentagon to keep classifying Anthropic's technology as a national security risk.

At the same time, other parts of the administration have sounded warmer. Commerce Secretary Howard Lutnick said the government trusts Anthropic. Anthropic co-founder Tom Brown has taken over much of the company's contact with the administration.

The political debate at home

Trump's hands-off approach is not free of criticism, even in Washington. Lawmakers from both parties have raised concerns about safety, job losses and the concentration of power in a handful of big tech companies.

House Democratic Leader Hakeem Jeffries said Congress has a duty to protect Americans and should act boldly and responsibly. Johnson, a Republican, wants oversight without a moratorium. So there is broad agreement that something must be done, but not on how much.

The China factor

The China argument is central to the administration's thinking. Its AI strategy has emphasized deregulation, faster construction of data centers and maintaining US technological dominance since July 2025.

The concern is a real one. China's one-party system, led by the Chinese Communist Party (CCP), operates with tight state control over technology and few of the public checks found in democracies. Supporters of Trump's approach argue that if American labs pause, the field could be left to a rival that faces no such public debate.

Critics answer that a race without safeguards may carry risks of its own. Amodei's proposals include independent evaluators and shared limits across companies. He argues that voluntary pledges only bind the firms that make them.

What to watch next

Tuesday's meeting is unlikely to produce a binding slowdown. Analysts such as those at explainx.ai expect voluntary industry commitments, like shared safety testing, rather than new laws. The outcome will show whether the White House is willing to go beyond its current course, and whether AI firms can agree among themselves on common rules.
