A New Office in the Desert

Lin arrived in Phoenix late on Saturday for a three-day visit, according to Taiwan's Ministry of Foreign Affairs. He will lead the unveiling of the Taipei Economic and Cultural Office in Phoenix.

The United States has no formal diplomatic ties with Taiwan, so such offices work as de facto consulates. They issue visas, support Taiwanese businesses and build local relationships.

Lin is also set to meet Arizona Governor Katie Hobbs and Phoenix Mayor Kate Gallego. He will witness the signing of an agreement between a Taiwanese innovation association and the Arizona Commerce Authority. A visit to the Arizona plant of chipmaker TSMC is also on the program, according to Taipei Times.

Why Arizona?

The answer is mostly semiconductors. TSMC, the world's leading contract chipmaker, is investing a reported $265 billion in Arizona. Taiwan's foreign ministry says this has drawn more Taiwanese suppliers to follow, creating a growing business community that needs a local diplomatic presence.

Taipei described the new office as a milestone in Taiwan–US economic and trade ties. It said it will keep linking diplomacy, trade and industry.

Lin's trip is also part of a wider push to build ties with individual US states. Last year he led a delegation to Texas.

The Political Backdrop

The timing is sensitive. Last month, President Donald Trump and Chinese leader Xi Jinping met in Washington. Reports say they agreed to extend a trade truce into early 2027.

Afterward, Trump said only that Xi understands his position on Taiwan. In May, following a trip to Beijing, he said he was holding back a new arms package for Taiwan and called it a good negotiating chip, according to Reuters.

Beijing has repeatedly demanded that US arms sales to Taiwan end. Taiwan's President Lai Ching-te has not yet visited the US during Trump's second term, though other senior officials travel there from time to time.

A source quoted by Taipei Times said the arrival of US-purchased fighter jets in Taiwan and Lin's participation in the opening show cooperation moving forward. An expert told the same newspaper that the office opening and a planned US visit by former president Tsai Ing-wen were arranged in advance. They were not a reaction to the summit.

Beijing's Familiar Position

The Chinese Communist Party (CCP) claims Taiwan as its territory, though it has never governed the island. It has not ruled out using force to take it. Beijing treats nearly all official contact between Taiwan and other governments as a breach of its "one China" principle.

It has protested before. When Lin visited the Philippines, Beijing accused Manila of giving a platform to "Taiwan independence" separatists, according to AP. Taiwan is a self-governing democracy of more than 20 million people, with its own elected government and military.

In the sources reviewed for this article, no official Chinese reaction to the Phoenix opening had been reported yet.

Outlook

The Phoenix office is a small institution with a large message. Taiwan wants to anchor its relationship with America in jobs, investment and technology as well as security.

Whether that is enough depends partly on Washington, where Trump is balancing a trade truce with Beijing against support for Taipei. For now, Lin's visit shows that Taiwan is still building its ties with the US, state by state.
