MI5 Sounds Alarm: Chinese Intelligence Is Funding UK University Research

Britain's domestic spy agency MI5 has published its first-ever stand-alone "Espionage Alert." It warns that a Chinese organisation with links to Beijing's intelligence service has been paying for academic research in the UK, including work on artificial intelligence and secret communications. More than 100 British academics took part in such projects. Universities are now being told to cut ties, or risk prosecution.

A first for MI5

On Wednesday, MI5 made public a warning about the China General Technology Research Institute (CGTRI). The agency says more than 100 UK-linked academics contributed to projects funded through the body, and that it is the first espionage alert MI5 has made public.

The institute is sometimes translated as the China Academy of General Technology (CAGT). MI5 says it has "very strong ties" to China's Ministry of State Security (MSS), the country's civilian spy agency.

What MI5 says the money was for

According to the alert, the institute's main job is to pay for research that directly strengthens the MSS's technical spying capabilities. The projects covered AI, cybersecurity, covert communications systems and steganography (the art of hiding information inside ordinary messages or files).

MI5 stresses that many researchers and universities probably took part in good faith. In some cases, academics may not have realised the funding came indirectly from the institute.

A clear deadline for universities

The tone is now much firmer. Anyone who keeps working with the institute after this warning could face prosecution under the National Security Act, the 2023 law that gives Britain stronger powers against foreign spying.

Security Minister Dan Jarvis has written to the heads of all British universities. He said the alert shows how Chinese intelligence tries to secretly benefit from the knowledge of UK researchers. He also promised firm action while stressing that international research partnerships remain valuable.

Part of a longer pattern

This is not the first warning about Beijing. In November 2025, MI5 alerted members of Parliament that Chinese nationals were using LinkedIn profiles to approach people at scale on behalf of the Ministry of State Security. In June, the Five Eyes alliance (the intelligence partnership of the US, UK, Canada, Australia and New Zealand) warned that Chinese spies were aggressively using online job platforms to recruit people with access to sensitive information.

Years earlier, MI5 chief Ken McCallum and then-FBI director Chris Wray described a "coordinated campaign on a grand scale" to acquire Western technology and expertise.

Britain's balancing act

The alert lands at an awkward time. London has been trying to improve trade relations with Beijing and has approved plans for a large new Chinese embassy in the British capital. Opposition parties have argued that the authorities are not doing enough and are too cautious about upsetting trade ties with China.

Beijing rejects such accusations. Chinese officials have repeatedly dismissed them as baseless and invented.

Outlook

Universities now have to check their funding sources and partnerships carefully. The real test will be whether the government follows its warning with enforcement, and whether British institutions can keep open research cooperation while protecting sensitive technology. With AI and cybersecurity at the centre of global competition, this is unlikely to be the last alert of its kind.
