Even if we use the highest traffic volume reported by the official media to calculate, the annual revenue of the bridge would be only 270 million RMB (equivalent to 42 million USD). If the operation and maintenance costs and inflation are not taken into account, it will still take 470 years to recover the total investment, while the designed service life span of the bridge is 120 years. Official media Chinanews.com reported on November 11, 2009, that according to the feasibility study report, the annual operating cost of the HZM Bridge is 460 to 580 million RMB, which includes expenditures on labor, utilities, logistics, and routine maintenance. In addition, an overhaul is required every 10 years, at a cost of 600 million RMB each time. The costs are expected to increase by 2% per year. Therefore, the actual annual expenditure should exceed 520 million RMB (81 million USD). It is obvious that Guangdong’s plan is mainly to make use of the expensive bridge. The public generally questioned the failure of this mega project. Many people said it is of little use and some said it is just an image project. In fact, since the construction of the bridge started in December 2009, it has been criticized by the public for a number of problems, including environmental pollution, construction quality, over-budget, jurisdictional issues, and so on.
